target=_blank>广州每天3000家猫被吃掉</A></P><P>　　<STRONG>走近屠猫者：捉猫杀猫只为生存健康和实惠</STRONG></P><P>　　有人爱猫如命，有人杀猫谋生，日前，一群爱猫者想让一个屠猫者放下屠刀，但——<STRONG>一场救猫行动无奈流产</STRONG></P><P>　　2004年8月6日讯近日，李先生的爱猫在家门口不慎丢失，找遍了附近的花园巷子都没有结果。后来，李先生听说，本市有专以抓猫为生的人，他多方打听，找到这个人，祈求能买回自己的爱猫，并留下照片。对方答应了，但至今杳无音讯。李先生心痛不已，估计爱猫已经遇害了！</P><P>　　<STRONG>走近屠猫者</STRONG></P><P>　　小动物保护协会上周的计划中，有一个“周末行动”：去和一个职业捉猫人交涉，劝他放下屠刀。“每天有数十只猫落入那个人的手中，有时就在他所住的小区内惨遭屠戮。”在小动物保护协会会员口中，那是一个“屠猫者”。</P><P>　　前天下午，记者坐在这个“屠猫者”的家门口，聊了很久。坐在门口是因为房子实在太小，仅有的一间屋子里，他的一双儿女在玩。</P><P>　　<STRONG>生存和健康最实惠</STRONG></P><P>　　这个“屠猫者”姓易，但他的生活并不易。40岁不到，他看上去气色不是很好。记者下午3点左右到他家的时候，他正躺在床上休息。</P><P>　　易先生干屠猫这一行已多年。没文化，没手艺，没工作，别人给他介绍月薪千元的工作他不要，因为他家的花销和收入如果有一丝的距离都不行。要是有别的工作可以满足他家的需求，他也不会认定捉猫这一行。</P><P>　　他给记者算了笔账：儿子幼儿园大班，女儿初一，自己胆结石，一家四口人养家糊口全靠他捉猫。每个月四瓶药，一瓶就要600元。他说只是为了实惠，只是为了生存和健康。</P><P>　　父母过世之后，亲人也疏远了。姐姐曾为帮他差点离婚，所以最后再也没人帮他。儿子还小，不懂事，但已经初一的女儿对父亲的“职业”保持了沉默。“她也知道我不这么做她就没饭吃，她也只能沉默。”不管如何，捉猫杀猫使得易先生在邻里眼中成了一个“异类”，别人听记者打听起“那个杀猫的”，都是惟恐避之不及。好心的劝记者不要去找他，更多的就是露出鄙夷的眼神。</P><P>　　<STRONG>猫肉猫皮贩卖集团</STRONG></P><P>　　易先生坦言自己只是个喽罗，进行猫肉猫皮贩卖的集团有一张大网，老板实力惊人。</P><P>　　他说这个行当在中国已经有20年了，但他具体做了多久是隐私。捉来的猫，有时候会杀，但都会通过各种途径出市、出国，手续都是合法的。他还约记者几天后再来，给记者看他老板的执照。“我现在所做的，不偷不抢，没有犯法，猫是不受法律保护的。”</P><P>　　言谈间他很自信，他说那些什么协会的人来找他之前，最好先查清楚有关规定再来，如果不清楚，那么他可以指导他们去相关部门投诉。“犯法找公安，和动物有关找林业部，但是你去了之后我还要请你回来，因为你要给我一个答案，你这么做，有没有结果。”</P><P>　　易先生透露：东南亚包括越南、泰国这些国家以前都在做猫生意，但后来逐渐有了相关法律禁止，但我国没有，所以我国现在是世界上的“供猫”大国。</P><P>　　和宠物猫不同，易先生捉来的猫结果都是一样：死。广州有人吃猫肉，日本有人需要猫皮做鼓，反正销路很好。曾经有一次保护动物的人去虹桥机场，但是也只是造成延误一小时，一箱子的猫照样出了上海。“你要是真有能耐，把整个‘集团’上面的端掉，别来找我们这些小喽罗的麻烦。”</P><P><STRONG><TABLE color=#0000ff>一个女人与31只流浪猫(图)</FONT></A></P><P>　　<STRONG>别人少来管闲事</STRONG></P><P>　　聊着聊着，易先生说要记者替他向小动物保护协会的那些人传话。“奉劝那些吃饱了饭没事做的人几句，叫他们有钱有闲多关心些吃不上饭的，读不起书的。！”他自己根本不会在乎他们的举动，只是希望对方不要白费力气，有力气可以做些别的事情。</P><P>　　来之前，记者听协会的人说经过他们的努力，易先生这几天“老实”了，没见他捉猫杀猫。记者向易先生求证此事的时候，他说自己一点都没受影响，还是每天捉猫。“杀也还是要杀的，我的日子还是要过的。”之前曾有过小动物保护协会的人上门找过他，今后或许还有，但他会一样“置之度外”。因为捉猫对他而言，是很简单的生计问题，别人没有干涉的权利。</P><P>　　最后，他送记者走出了小区，临别的时候，他说了这么一句话：“我相信法律，我对人是平等的，看你客气，我也客气，但我绝对不是好欺负的。”</P><P>　　<STRONG>对话救猫人</STRONG></P><P>　　6月初的时候，一位网友在宠物联盟讨论区上发表一篇“救救小猫”的帖子，称某小区内总有几十只小猫在翻垃圾觅食，而且每天不断更新面孔，后来得知，竟有人在小区内公开杀猫。而那些院中小猫就是他抓来的，个头太小，等它们长肥了再杀。</P><P>　　<STRONG>小动物保护者愤慨</STRONG></P><P>　　帖子一出，引起“小动物保护协会”会员和志愿者的愤慨，大家纷纷跟帖表示，应当坚决阻止这种行为的发生。</P><P>　　志愿者宋先生说：“我们联系了卫生防疫站、精神文明办等政府部门，但或是说无法可依，无能为力，或是让我们等回音，便杳无音讯。”</P><P>　　这么一个以捉猫杀猫为生的人，小动物保护协会又如何能够让他放下屠刀？</P><P>　　宋先生认为杀猫人应当放弃这种职业，另谋他职：“这不仅仅是做人的道德标准，更是一个城市精神文明的重要体现。试想他每天公然在小区的大院里杀猫，猫头、猫血弄得满地都是，经过的居民尤其是小孩子目睹如此血淋淋的场面，内心是何感受？对小孩心理成长将造成多大伤害？”</P><P>　　不过即使是这样说的宋先生，也没有亲眼目睹过此人杀猫。“他捉了这些猫总要被杀的。”所以在这群爱猫人士眼中，易先生是应该被谴责的。</P><P>　　<STRONG>法规空白无奈屠猫者</STRONG></P><P>　　7月中旬，志愿者们两次到小区调查、走访，但没有正面和易先生打过交道。杀猫人在小区内名气很响，居民们对他又恨又怕，志愿者稍多打听一些，他们就避得远远的。居委会对志愿者的求援也表示很无奈，曾经帮他找过一份待遇不错的工作，可他不愿意。居委会只能叮嘱清洁工人，等他杀完，就立刻打扫现场，清除地上的血迹。派出所也曾上门调查，最后不了了之。</P><P><STRONG><TABLE color=#0000ff>幼猫尚未满月母猫惨遭焚身(图)</FONT></A></P><P>　　<STRONG>另作努力你捉我救</STRONG></P><P>　　协会认为要从源头下手：人不吃猫了，也就没人捉猫杀猫了，为此他们专门找来了“证据”：</P><P>　　国内的猫一般吃剩饭剩菜，以及生的鱼、蟹和老鼠，感染寄生虫的比例相当高。如肺吸虫、弓形虫等，即使猫肉煮熟也不容易杀死。如果屠宰不规范更可能因肉受到污染而引起食物中毒。所以吃猫肉非常不安全。</P><P>　　其次，猫没有定点的屠宰场，很难进行检疫。如果是由个人或饭店自行屠宰，更加难以保证食品卫生安全。</P><P>　　然而如果真像易先生所说那样，捉来的猫主要靠猫皮赚钱，那么协会的这些努力也是白费。</P><P>　　目前小动物保护协会已经从该小区内“救”出了两只流浪猫，他们正准备建一个小动物教育基地，收容一些救助后的流浪小动物。</P><P>　　但他们仍将继续向有关部门建议，希望上海能借鉴北京、香港以及一些国外的先进做法，尽快出台地方性的小动物保护条例，不再是软弱无力地告诫人们，应当珍爱小动物，而是从立法上规定：任何虐待残杀小动物的行为都将受到相应的法律制裁。</P><P>　　<STRONG>爱猫还是害猫</STRONG></P><P>　　小动物保护协会的张会长表示：“之所以有如此多的流浪动物，是由于人们往往一时冲动就养了一只小宠物，一段时间后，玩烦了、腻了、搬新居、换口味或是它伤病了，就像扔垃圾一样一扔了事。养宠物光有爱心和热情是远远不够的，还需要闲心、恒心和足够的经济能力和宽敞的空间。而目前，许多家庭并没有能力为宠物创造这样的生活环境，致使流浪动物越来越多，最终遭殃的还是我们自己。”</P><P>　　在这一点上，易先生倒也有着相似的感想：“猫身上有跳蚤，你们爱心那么多，哪天猫患成灾的时候，看你们怎么办。”</P><P>　　<STRONG>背景资料</STRONG></P><P>　　小动物保护协会</P><P>　　小动物保护协会，全称上海市畜牧兽医学会———小动物保护分会，是本市一家政府批准的民间组织。宣传科学、正确饲养宠物的政策及理念，为流浪小动物搭建救助、领养平台。现有注册会员近4300名及上万名志愿者，协会资金主要靠会长个人的筹集。目前协会有30多只猫，近10只狗尚未被领养，以及成千上万已经登记，等待被救助的小动物。</P><P
