<STRONG><IMG src="http://www.stcfa.org/bbs/images/upfile/2005-8/20058820512.jpg"><BR></STRONG><P><FONT size=4><STRONG>該今天召开的市人大常委会的第<FONT face="Times New Roman">15</FONT>次会议通过的的有关修改<FONT face="Times New Roman">,</FONT>汕头经济特区限制养犬规定的决定<FONT face="Times New Roman">,</FONT>记者从中了解到<FONT face="Times New Roman">,</FONT>从<?XML:NAMESPACE PREFIX = ST1 /><ST1:CHSDATE Year="2005" Month="7" Day="1" IsLunarDate="False" IsROCDate="False" w:st="on"><FONT face="Times New Roman">7</FONT>月<FONT face="Times New Roman">1</FONT>日起</ST1:CHSDATE><FONT face="Times New Roman">,</FONT>市民办理养犬许可证<FONT face="Times New Roman">,</FONT>将无须交相关费用<FONT face="Times New Roman">!</FONT></STRONG></FONT></P><P><STRONG><FONT size=4>本次修改主要是根据行政许可法的规定精神<FONT face="Times New Roman">,</FONT>对相应内容做出调整<FONT face="Times New Roman">,</FONT>按照<FONT face="Times New Roman">&lt;</FONT>行政许可法<FONT face="Times New Roman">&gt;</FONT>规定<FONT face="Times New Roman">,</FONT>行政机关实施行政许可和对行政许可事项进行监督检查<FONT face="Times New Roman">,</FONT>不得收取任何费用。而<FONT color=#000000>原限制养犬的规定</FONT>是<FONT face="Times New Roman">/FONT>重点限养区域养犬每只登记费一万元<FONT face="Times New Roman">,</FONT>年度审验费三千元<FONT face="Times New Roman">,</FONT>一般限养区域养犬每只登记费五千元<FONT face="Times New Roman">,</FONT>年度审验费一千元。这一内容与<FONT face="Times New Roman">&lt;</FONT>行政许可法<FONT face="Times New Roman">&gt;</FONT>相抵触<FONT face="Times New Roman">,</FONT>因此进行修改删除<FONT face="Times New Roman">,</FONT>虽然办理养犬许可证的费用免除了<FONT face="Times New Roman">,</FONT>但特区范围内继续实行养犬许可证制度。养犬许可证需要每年审验一次<FONT face="Times New Roman">,</FONT>未经允许公安部门批准<FONT face="Times New Roman">,</FONT>任何单位及个人不得养犬<FONT face="Times New Roman">,</FONT>单位和个人申请养犬<FONT face="Times New Roman">,</FONT>应持本单位或街道办事处的证明材料<FONT face="Times New Roman">,</FONT>向单地公安派出所提出书面申请<FONT face="Times New Roman">,</FONT>公安部分自收到养犬申请书<FONT face="Times New Roman">15</FONT>天内<FONT face="Times New Roman">,</FONT>做出批准或不批准的决定。同时<FONT face="Times New Roman">,</FONT>申请人在获得批准后<FONT face="Times New Roman">,</FONT>还必须协犬只到居住地畜牧部门对犬只进行检查<FONT face="Times New Roman">,</FONT>领取检疫和免疫证件后<FONT face="Times New Roman">,</FONT>方可到原批准机关办理养犬等级<FONT face="Times New Roman">,</FONT>领取养犬许可证和犬牌。由于行政区划调整的原因<FONT face="Times New Roman">,</FONT>一般限制养犬的范围也改为<FONT face="Times New Roman">/FONT>金平区的陀江<FONT face="Times New Roman">,</FONT>陀莲<FONT face="Times New Roman">,</FONT>歧山<FONT face="Times New Roman">,</FONT>月莆街道<FONT face="Times New Roman">.</FONT>龙湖区的龙祥<FONT face="Times New Roman">,</FONT>欧汀街道<FONT face="Times New Roman">.</FONT>濠区的珠园<FONT face="Times New Roman">,</FONT>广澳<FONT face="Times New Roman">,</FONT>马窖<FONT face="Times New Roman">,</FONT>岩石<FONT face="Times New Roman">,</FONT>河莆<FONT face="Times New Roman">,</FONT>滨海<FONT face="Times New Roman">,</FONT>玉新街道<FONT face="Times New Roman">.</FONT>特区范围内除一般限养区以外的区域为重点限养区域<FONT face="Times New Roman">.</FONT></FONT></STRONG></P><P><STRONG><FONT size=4>在重点限养区域被禁止个人饲养烈性犬<FONT face="Times New Roman">,</FONT>大型犬<FONT face="Times New Roman">,</FONT>禁止从事犬类的养殖<FONT face="Times New Roman">,</FONT>销售<FONT face="Times New Roman">,</FONT>和举办犬类展览<FONT face="Times New Roman">,</FONT>个人申请养犬每户限养一只<FONT face="Times New Roman">,</FONT>在一般限养区域登记的犬只<FONT face="Times New Roman">,</FONT>也不得在重点限养区内饲养<FONT face="Times New Roman">,</FONT>对没有领取养犬许可证擅自饲养犬只的行为<FONT face="Times New Roman">,</FONT>公安部门除了没收犬只之外<FONT face="Times New Roman">,</FONT>对重点限养区的养犬人处于一万元的罚款<FONT face="Times New Roman">,</FONT>对一般限养区的养犬人处于三千元的罚款<FONT face="Times New Roman">,</FONT>对举报违反养犬规定的公民<FONT face="Times New Roman">,</FONT>经查证属实<FONT face="Times New Roman">,</FONT>可获得罚款额的<FONT face="Times New Roman">20%</FONT>的奖金<FONT face="Times New Roman">.</FONT></FONT></STRONG></P><P><STRONG><FONT face="Times New Roman" size=4></FONT></STRONG></P><P><STRONG><FONT face="Times New Roman" size=4></FONT></STRONG></P><P><STRONG><FONT face="Times New Roman"></FONT></STRONG></P><P><STRONG><FONT face="Times New Roman" color=#ff0033 size=5>请有饲养狗狗的朋友尽快办理《养犬许可证》</FONT></STRONG></P><p>［此帖子已被 小龙人 在 2005-8-8 20:10:48 编辑过］
